NHS frameworks

NHS frameworks are agreements that pre-approve suppliers, terms and purchasing routes for defined products or services. Being awarded a place creates a route to compete for or receive call-offs; it does not promise a contract, volume or NHS-wide sales.

NHS buyers can use a framework’s pre-agreed terms and supplier positions to place later call-off contracts. Frameworks may be run by NHS Supply Chain, NHS England, a procurement hub, the Government Commercial Agency or another accredited host.

Awarded does not mean ordered

A framework place is permission to use the route, not a guarantee of work. The framework may require a further competition, direct award rules, minimum catalogue requirements or buyer-specific approvals. Read the framework agreement, lot, eligible users, pricing mechanism, duration, service levels and call-off terms. Check whether a buyer is required or merely permitted to use it. NHS England states that accredited frameworks and hosts can matter for the products, services and works within its arrangements, but the detail is category-specific.

What to monitor

Search Find a Tender, Contracts Finder and framework-host contract pages for new competitions, amendments and expiry dates. Keep evidence ready for quality, clinical safety, information governance, carbon and financial requirements. For example, joining a medical-device framework may make you eligible for a trust’s further competition, but you still need to respond to its specification and delivery requirements. If the framework is due to expire, a future pipeline or market-engagement notice may signal a reprocurement; it is not itself an invitation to bid.
