Crown Commercial Service (CCS)
The Crown Commercial Service was the UK central-government commercial organisation that ran frameworks and procurement services. From 1 April 2026 it combined with Cabinet Office central commercial teams to form the Government Commercial Agency (GCA), so current guidance may use the new name while older contracts still say CCS.
Reviewed
The 1 April 2026 change matters when a current GCA page and an older framework document use different names. CCS and several Cabinet Office central commercial teams combined to form the Government Commercial Agency (GCA), while existing framework and call-off documents can still say “CCS”.
What this means for suppliers
CCS/GCA frameworks are agreements with pre-agreed terms and supplier positions. A framework award does not guarantee a volume of work: a contracting authority still needs to make a permitted call-off, and the framework rules determine whether that is direct or competed. Read the framework’s scope, eligible buying organisations, lots, award process and expiry dates. A buyer may also use a different framework or run its own procurement.
Check the document and the buyer
Search Find a Tender and Contracts Finder for notices, then use the framework owner’s current contract page for instructions. Preserve the exact legal entity and framework reference in your bid records. For example, a current page may be branded GCA while a live call-off document names the Crown Commercial Service as the framework authority. That naming difference is not, by itself, evidence that the call-off is invalid or that you can ignore its stated response process.
